Adding space between border and image

I'm wanting to add borders to inserted pictures (from file), however, I want
to add some white space between an inserted image and the border. Is this
possible? I can't seem to find it.

Insert the picture into a one cell table and use the borders of the table.

Use the cropping tool on the Picture toolbar in reverse, or, for greater
accuracy, go to the Picture tab of Format Picture and enter negative
measurements for each side under "Crop from." Then add your border (or line,
if the picture is wrapped).

Using table cells might do the trick and I like the idea of reverse
cropping. I hadn't thought of that.
