How do you add or remove the speech recognition feature in Office 2007?

It's not part of Office 2007. It will be part of Windows Vista.

It is also part of Windows XP TabletPC Edition. If you have any other
Windows, e.g. XP Pro, no one knows if it will be possible to add speech
recognition to it at a later point in time.
