Adding text to "blank" pages

In WinXP, Word 2002, is there a way to provide default
text (i.e. "No text, this page." at the top and a page
number at the bottom of the page) when using insert odd
section break? This way, if there is an even number of
pages in a section, no default text appears, however for
any sections ending on an odd page and using an odd page
section break, the blank page shows the default text
instead of just a blank page.

Otherwise these "blank" pages are either just blank or
a "blank page" page needs to be inserted or removed when
text in the section changes.

That linked reference almost works - however copying the
example in the link, it manages to pick up the section
number in the page (section-page) such that only odd
sections get a "blank even page" even if they ended on a
even page. And even sections get nothing. Is there a way
to address just the page number in the field?

.... and the proposed (linked) solution doesn't like when
the pages are in Roman numerals - keep getting "undefined
bookmark".

Actually, in reviewing the details, ... the page
numbering is formatted as section number - page number.

My Roman numeral (1st) section ends with an even
page, "x", however the function still determined it needs
an even page added.

All even numbered sections get an "even" page only when
needed. So works corretly.

All odd numbered sections get the wrong solution i.e.,
an "even" page is added when the section ends on an even
page and no "even" page is added when the section ends on
an odd page. Works backwards.

Are there any details that can be provided to id what's
missing to account for section numbers.
