Adding value to drop down list

I have a drop down list that functions using codes to determine a rat
of pay by the hour. However, a couple of times a year, the payrol
people pay lump sum payments that can vary. Is there a way to write
drop down list with a "blank" so that the user's own data (amount to b
paid) of an amount not specified in the drop down list can be added i
by the user?
