Adding variable input dialog windows to worksheet function

I would like to add the dialog feature for entering variables in an
Excel built-in function that pops up when one enters the function in
the worksheet to a user defined worksheet function. Can this be done?

I want to be able to enter multirow ranges as a variable in this user
defined worksheet function.

Can someone tell me what the dialog window is called and how I can find
information about how to code it into my user defined function.
