Adding Video in FP 2003

I'm trying to add a video clip to my website with
FrontPage 2003. The instructions say to click on Insert,
Picture then video. That option is not available as it is
grayed out. Anyone have an answer to my problem??

With the web and page open, Tools > Page settings > Compatibility and set all drops downs to custom
and the schema to IE 5
