Address Book Question

We're using Outlook 2000 (running with Exchange 2003).

When you create a new email, and press the To: button, it has the Show Names
from the: set to default to the Global Address list. Is there a way to
change this, to point to a different address list on a per user basis?

Go in outlook to Tools -> Address Book -> Tools -> Options and select a different address list from the drop down labled:
Show this address list first.
