In Windows, Choose Start -> Control Panel -> Mouse. From there, you can
adjust these settings.

Thanks for the reply. Although your answer was not correct ( I was looking
for speed of keyboard cursor, not mouse) it gave me a hint to check the
keybord settings, and it was there under "repeat rate".
