Adjusting row height while wrapping text

When I wrap text inside cells, some rows’ height doesn't fit the cell
contents (e.g. the row height is 38.25 although it contains two lines with
Arial 10 font). I have to increase the column width manually, and then double
click the row border to adjust the row height.

Any suggestions for solving this problem?
