Adjusting the y axes on 2-axes line graphs

I just created a double y-axes line graph that shows Production (Y1) and
Costs (Y2) v. Months (X). I'm trying to make both y axes cross the x-axis at
0 but somehow only the Primary axis does that, leaving the Secondary axis
cutting at a point other than 0. I'm plotting only positive production values
and the cost axis has both positive and negative values.

I'd appreciate any help. Thanks.

The procedure is the same for each of the vertical axes, whether it's
primary or secondary.

Select the vertical axis, choose Format Axis | Scale and specify the same
value (in your case, zero) for "Minimum" and for "Value (X) axis Crosses
at."
