Admin Access Drop 2007

I am evaluating Project Server 2007 for our co.

Using default groups, I created Active Directory groups and sync'd. Even
though I am in the Admin group both on Sharepoint and Project w/ Allow on all
permissions; when I attempt to update Resource Center or certain other
inactive user permissions; my admin access to Project server drops. No
error messages are received or other notice given. I only note the drop when
I attempt to go into server setting again and only one option is there.

I have dropped and recreated all users and permissions and problem persists
when any of the Active Directory groups are sync'd.

Any ideas?
