Admin Projects

My company uses Admin projects to account for non-project time. As these
plans are updated we see the start and end dates move and this creates a
problem in PWA timesheets. When resources sort tasks by Finish Date they
expect to see all Admin tasks grouped under the same date. However, this is
not the case, the date swings wildly for each task.

What is the best way to set these plans up from a task type perspective to
avoid this issue?
