Admin updates for KB828041 cause Outlook 2003 rules problems

As we've had users having difficulties with Powerpoint 2003, we chose
to deploy the patch for KB828041. We succesfully patched the admin
install point, and then resynchronized several clients. On the
clients, we observed two behaviors.

One behavior was that automatic signature blocks were no longer
applied. The user had to go into tools=>options and reconfigure.

The second behavior is that Outlook rules were corrupted on users that
had them configured.

How can I roll this patch out to the rest of my clients while
minimizing client side disruption?
