i have not used project 2002, so I cannot speak to that.
I am assuming you have admin rights
I just chose "save as" and I see the little check box to save as an admin
project.
I found the setting in PWA
logged in as admin>Admin>server configuration>
scroll down to the available features table and find the tasks section
there is a check box for "Create Administrative Projects"
that is about all I know about them , hope it helps
