Administration Project - some questions?

I have 2 questions regarding Administration projects

- in the View Timesheet Summary, sometimes I cannot see the administration project data there at all, sometimes I can see it but I cannot arrange it to group all by resource (it shows up with the resource in there twice - 1 for project, 1 for admin). I just want to see each resource in there once with it expanding for each project, including the admin proj. This seems quirky? What should it be like and how do i set it up correctly

- I would like to provide one of our administrative staff the View Timesheet Summary view, and let them see all resources. How can I d this - the only way I see so far is by making her the Admin project manager (but I'd rather not have to do that) - her main role for this would be to ensure all timesheets are completed (we still print our timesheets and she is the one who has to gather them). I added her to the Resource Manager group - but since she does not supervise anyone - nothing is in the view. Any ideas
