If a project resource designates dates for Vacation (example) and then the PM
assigns that resource to a task that is scheduled over those dates, it
doesn't look like the designated dates and considered 'non-working' days
(like Saturday and Sunday in the Standard Calendar) and the task is not
scheduled around those dates. It seems to me, this should be the case withou
the need to level the resource. Any way to make this happen?
If administrative projects don't work in this manner, what is the advantage
to creating them?

Bad news for you, my friend. Administrative projects do not work the way
you assume. If you want Project Server to automatically reschedule work due
to a resource's non-working time, you need to enter the non-working time on
each resource's calendar in the Enterprise Resource Pool. The main reason
that people use administrative projects to to be able to easily track the
total amount of work and cost for non-working time such as vacation and sick
leave. Hope this helps.
