Administrative time approvals

I have the following scenario that is causing an issue.

Staff submits Planned Administrative Time off.
The manager then approves the Planned time.
The time shows up on the staff's timesheet with a green button next to it.
When submitting that week's timesheet, the staff enters their actual hours
and saves their timesheet. The button next to the time will turn yellow.
The manager now must approve the Committed time (again). However, when the
Manager views the administrative time request the hours reflect 0. Manager
approves.
The staff will see the button turn back to green letting them know that they
can now submit their timesheet.

Why must the Administrative task be approved twqice as in this scenario when
the planned time was already approved?
