administrative time work approval

I have noticed that whoever creates a project willl get to approve / reject
the time. Is this right?
If not is there a way to create an admin project in which people can put in
their admin tasks which can only be approved by their managers?
If i cannot do this I will have to create an identical admin task project
from each managers machine and get the users to report time to their
manager...
is there a better way to manage this?
In the enterprise resources what is the best way to specify managers?

Hi opo,

unfortunatly 2003 is very limited when it comes to administrative time
approval, unlike 2007,which actually has a build in Admin time request and
approval process, which at the same time influence the capacity of a resource
when approved.

The approval in 2003 is task dependend, meaning that you can assigne
approval managers to a task, but not to a specific resource. the work around
is that you create an admin project for each department and assign a
"department approver" who is the person who will approve all the department
admin project information.

Not sure if you guys think about upgrading, but in regards to timesheet and
admin time it may be worth investigating.
