Administrative Time approval problem

Using PS 2007

We have been using Administrative Time for about 1 month with no problem.
Starting yesterday (to the best of my knowledge) here is the problem:

Team member uses the Plan Administrative Time and placed some hours in the
Planned row of Vacation. The Admin Time does go to the Timesheet manager and
the Timesheet Manager approves it.

Team member goes to the timesheet enters Actuals for that planned time (that
appears as a green dot because it was approved). They are not ready to
submit, so they just hit Save on their Timesheet.

The system changes the dot to yellow. Now they cannot submit until it gets
approved AGAIN....any time Recalculate or Save is hit, it requires the Admin
Time to be approved again.

HELP!!!!

Sheri, approving administrative time can be a difficult workflow to manage.
Is the resource entering the same number of hours per day that was approved
by the Timesheet Manager? If not than the time off request gets resubmitted
for another approval. Does that sound like your problem?

No, they are entering the exact same number of hours as were approved. It
isn't happening on just one person...we tested it on several.

I don't know why this just started and I don't even know where to go to
start de-bugging this!

Do you recall any changes to the system that was made a month ago (October
CU, December CU, OS/SQL upgrade, security changes)? I'm just swinging a bat
here. Based on your answer it shouldn't behave that way.

There have been no changes to the system...no upgrades...

I agree it shouldn't and didn't behave that way.

Thanks for "swinging the bat" at any ideas!
