I want to be able to have a report that shows me how much Vacation time is
booked and what to be able to break this down by Resource, Time and whether
it has been approved or not. Is this possible?

Yes, it is. Use Data Analysis feature. I believe the values you are
looking for are in the EPM_Timesheet cube.
