After upgrading to office 2003

After upgrading to office 2003, I get the following error
Your Microsoft Office Access database or project contains a missing or
broken reference to the "MSOWC.DLL" version 1.0.

has anyone run into this,

That's the dll for Office Web Components. If you are not using them, open a
code window, and go to Tools ... References, then uncheck the one marked as
"MISSING"
