Alert Messages in Project Server

Is there a way to send alerts to someone like a Program Manager (oversees all
the projects and project managers) when the condition of an Enterprise Custom
field or Outline code changes.

Ex, Project goes from On Track to Off Track, or a project completes a
certain Phase in the project lifecycle.

You can do it but not out of box. But sure you can write a macro for the same.
