align graph border to page border

how to align graph border to page border. page border is set to look like a
"textbox". graph is with wrapped text.
with insert picture (floating) in existing text and page border picture
border is overlapping/hidding page border.
with first insert picture in text wrap than page border both borders are
visible

Not sure which version of Word is being used, but in the page layout/set up
options, you can select "layouts & borders". Within this option, you have a
choice of 3-D, borders: top & bottom only, or one for borders on all sides
(among others). You want the one for all sides. You can select the number of
lines, color, and density next. There are even more ornate/designer borders
available, thematical in nature i.e. snowflakes for Christmas, leaves for
autumn. Next, there is an option to decide how you want these borders to
appear on the page. For what you want, select "Wrap around text, and include
paragraph alignment" These might not be the exact words, but you'll know
when you see it. You should get a small preview, within this section. Then
once you hit apply & okay, the chosen borders will appear on the document.
If you like it, hit save, or go back and readjust. The simple lines which
vary from between one to three, tend to wrap around the margin borders, with
a tighter more precise fit.

In the Page Border Options, check the box for "Always display in front."
