How do I advise invited attendees of an "all day event"
without times being shown to the recipient? This creates
confusion across different time zones.

One solution is to forward the event as an iCal or vCal file, which is time-zone neutral where all-day events are concerned. You won't get attendance data, but everyone will have the item properly as an all day event.

Answer below is good you can also
:) in subject/first line of the invite state that:
"This is an all day event starting at 8am PST, 9am CET,
11am EST" ;) that way you still limit
complaints/confusion.
Can't make all the people happy all the time.
