ALL e-mail going to Junk E-Mail folder in Outlook 2003.

I have a user that is having ALL e-mails coming into the Junk Mail folder.
How can I fix this?

DETAILS:
- They are using Outlook 2003 with SP3 connected to Exchghange 2003 SP2.

I have tried several fixes without result:
- Added desired senders to Safe Senders List; still goes into Junk Mail.
- Checked Blocked Senders list; no wildcards.
- Removed all Blocked Senders from the Blocked Senders list; still goes
into Junk Mail.
- Turned OFF the Junk Mail Filter; still goes into Junk Mail.

Any suggestions? Thanks.
