all links get message "access restricted see administrator"

I openned up my microsoft 2007 outlook(i bought thru my work) e-mail as i
have done every morning and go to click a link in any e-mail I get this
message "This operation has been cancelled due to restrictions in effect on
this computer please contact system administrator". I am the only one using
my computer and am the administrator. Can anyone give me a suggestion on how
to fix this without uninstalling and reinstalling?
