All POP emails are time stamped with the timethey were downloaded from the server.

All of my POP3 emails are time stamped with the time they were downloaded from the Comcast server, not the time they were sent. Is there a setting to change this?

Sorting by received. How would the sort affect the time stamp of the message? Another Mac running the same version of Entourage has the messages time stamped correctly.

If you are displaying only Received time and not Sent, then all you will see
is the time Entourage received the message, i.e., the time it was downloaded
from the server. To see the time it was sent, display the Sent field
(assuming you're using View > Preview Pane > Below List) and sort by it. To
toggle the display of a field, use View > Columns. (You can also
control-click or right-click on the column headers.)
