all safe mail going to my junk mail box in outlook 2003

can anyone help? I'm so sick of dealing with Microsoft's crappy software i
can hardly stand it. all my mail is not going into my junk mail box, plus
when i attempt to run detect and repair a windows installer opens and nothing
happens. i'm desparate!!
