Allowing users to download file from site

Hello out there.
I am guessing I am looking in the incorrect place but I
seem to be missing the steps to create an item on my front
page web site which would allow them to download a file.
What are the key word for looking for this or can anyone
help with this activity. I need the users to be able to
download a file from my site. Thanks for your help.

All you should have to do is import the file into your web
and add a hyperlink to the file on your page.
