ALT+SHIFT doesn't work

In any office application (word,excel,access,powerpoint) the shortcut
ALT+SHIFT to switch language doesn't work. the only option to change language
is from the toolbar.
What could be the problem ?

You are asking on a Mac newsgroup, so if you are using Windows (as I suspect
you are, Mac doesn't have Access), you might want to ask elsewhere, as
language certainly works differently.
