always send as plain text

I would like all my messages sent as plain text.

Under "Options > Mail Format tab" I have "Plain text" selected for
"Send in this message format" (on Outlook 2000).

However, when I receive an html email, and then reply to it, my reply
email automatically becomes html. Instead, I would like the original
email converted to plain text.

Is this possible?
