No, Office 2003 Basic Edition does not include Powerpoint. See

viewer from Microsoft:

And if you decide to purchase PPT to add it to Office Basic, do *not* get
the PPT Upgrade. It will not add PPT to Office Basic. If you have Office
Basic, you need to buy the full standalone version of PPT.
