An error occurred while trying to access Microsoft Project Server

I'm trying to Publish All Information to my MS Project Server from MS
Project Pro and I get a dialog box with the following message:

An error occurred while trying to access Microsoft Project Server.

This could be caused by the following:
-Low memory.
-Some components might not be installed or registered properly on your
computer.
-Some components might have become unstable.

Try the following:
-Free up available memory by closing any programs. project, or windows you
are not using, and then try again.
-Reboot the computer.

I've tried everything including uninstalling and then reinstalling Project
Pro and I still get the same error.
