an issue with MS Office Picture Manager

when I open PM everything is fine.
I then close it and OIS.EXE stays running and keeps a lock on the
whole folder I was viewing so that I can't delete any pics or change
names of file/folders.

I kow this because I installed an unlocker program and it lists one or
more instances of OIS.EXE as having the file open -
even though PM is closed. When I unlock it from OIS everything is
fine.

How do I make OIS behave?

On my laptop OIS closes when I close PM.
Same versions of XP SP2 with updates.
