an unexpected error preventing access to this file

VISTA Outlook 2007 entries do not migrate from Personal Folder "Deleted" to
Archived "Deleted" automatically. Attempt to delete some successful, but most
result in "FOLDER FULL" message. MICROSOFT OFFICE DIAGNOSTICS finds no
problems. SCANPST on Outlook Personal Folder yields "an unexpected error
preventing access to this file. Use disk checking program to check disk, and
then try using the Microsoft Outlook 2007 Inbox Repair Tool again." I ran
CHKDSK on "C:" drive - no problems found. I again tried to run SCANPST on
Outlook Personal Folders - same "unexpected error preventing access"
message. Where do i go from here? (restarting Outlook has been done already
- I have even re-booted a few times),
