Anchor issue with inserting a shape for letterhead

I teach Computer Technology at a prison. Word, Excel and PowerPoint. Their final is to create a merge letter with a letterhead. The letterhead keeps having an Anchor show up, which won't let us set the banner and picture in the banner. When we hit return underneath the banner, the picture in the banner moves down. How can I get rid of the Anchor for the banner shape so we can format correctly and the parts of the banner don't move when we hit return. Due to working at a prison, the Options button on the Backstage is blocked. I believe this is where the Anchor can be changed. Is there another way?

I was able to make the banner Inline With Text, the pictures In Front of Text and the rest of my work worked.
