anchor static graphic elements to the header and footer

In previous discussion (Designing in Word header) Suzanne S. Barnhill
recommended to anchor static graphic elements to header and footer. This is
a great idea, I frequently have this problem in past.Thank you for this
great tip. But how can I anchor these to header and footer?

View | Header and Footer. Any graphic you insert while viewing the header or
footer pane will be anchored to the header or footer paragraph. It will
appear on every page. If you want a graphic just on the first page, check
"Different first page" on the Layout tab of Page Setup, then anchor the
graphics to the First Page Header.
