anchoring text boxes to line charts

Hi, i have a line chart showing share price performance and i want to anchor text boxes/arrows with brief commentary to specific data points in the line chart which will stay anchored even when i update the chart. Is there a way i can do this in excel or a software programe that allows me to do it? I also use PowerPoint, Visio and Think Cell but currently the data/chart isin excel.
