Anchoring Text Boxes

I have a template that I created and need to anchor a text box so that users cannot move the box at all. They still need to be able to type inside the box. I converted the text box to a frame and selected lock anchor, however, you can still move the box around and I need it to stay in the same location.

Does anyone have any ideas?

You can't *prevent* them moving the box, but you can fix its location in the
document. Use an ordinary textbox. Lock the anchor to a paragraph that you
expect to stay put (if the textbox is on the first page, lock the anchor to
the first paragraph of the document). Format the textbox to be relative to
page.
