GIF construction set (Ulead) is a good one - I think there is a trial or
shareware version available on www.tucows.com.

If you had Frontpage 98 at any stage, you would have used Image Composer -
included in that is a Gif animator - very basic, used to assemble the gifs used
for each frame.

Image Composer also came with FP 2000. I've kept the cd and still use Image
Composer and GIF Animator.
