animations

is there away to change the animations of picture(fade in
and fade out)without having to rehearse the whole
presentation again. The next slide takes to long to come
in because i had shortened the transition time.

Try just increasing (or decreasing?) the transition time for that slide.
Does that not work?

I guess I'm confused, though. I'd think if you shortened the transition
time, the next slide would come in sooner.

Which version of PPT are you using?
