Annual Project Plan and Resource Allocation

I have my organization tracking Application support hours against a year long
project plan. When the plan is originally set up, we set tasks to fixed work
and indicated each resource estimated units at say, 20%. When a resource
enters hours against their tasks and the PM approves it we are noticing that
the % units is being automatically adjusted. How can this be avoided? Are
we better to set at fixed units, not effort driven to avoid this automatic
adjustment when time is entered against tasks?

There's nothing you can do to stop this behavior. When you assign a
resource to a task and set the Units value, this value represents the
planned Units on the task. When a resource submits actuals for the task,
the software then uses the Units value to represent the Peak Units on the
task. The Peak Units value represents the largest Units value for either
Actual Work or Remaining Work during any time period across the task. Thus,
you need to teach your people what the Units value ACTUALLY represents, and
then tell them to live with it! :) Hope this helps.
