Another resource check in issue

I've found several threads concerning the problem of not being able to check
in resources and their not being available to check in from Server
Settings/Force check in. We tried this suggestion yesterday:

Connect to the database engine using Management Studio
Expand your database folder and expand the ProjectServer_Published databse
and select tables
Right Click on MSP_RESOURCES table and select Open Table
Set the fields: RES_CHECKOUTBY and RES_CHECKOUTDATE to Null

All resources showed as checked in after doing this. However, this morning
they're showing as checked out again, even though there was no activity on
them in the interim. Does anyone have any other suggestions?

Unfortunately that didn't work. I had everyone dump their local cache and we
set the fields in the table below to null again. But next morning resources
were showing as checked out again. And we can't force their check in because
nothing displays on the force check-in of enterprise objects. Is this a
Project Server bug?

Yes, we are using AD synch. We're going to turn it off and see how things
look in the morning.
