anti-phishing no longer works in outlook 2k3 sp2

i just reinstalled my entire system, and upon running updates on office 2k3,
none of the anti-phishing features are working in outlook. how do i
re-enable the plain-text and disabled links in the junkmail folder? (yes,
the box in junkmail options is checked)

i have tried re-installing sp2 and the latest junkmail folder updates only
to recieve the message that they are already installed or included in an
update i have already installed.
