Hi All. Can anyone recommend a program to me (preferably
free) that works as an email filter with Outlook Express?
None of the ones that I have tried have been suitable.

Well worth the small cost. Uses Bayesian logic & can be "trained".

Others I have tried are...

Mailwasher
SpamKiller

These rely on the creation of filters.
