Anti Virus option is greyed out

The anti virus option in Outlook to not allow attachments to be downloaded is both checked and greyed out. There is no way that i can find to open an attachment that is deemed "unsafe." I have done full updates. I talked to another person that had the same problem and both computers have XP but one is Home and one Pro. I removed the e-mail account and readded it. I reinstalled IE6. I disabled Norton. I went through all kinda of combinations of Security settings. I talked to all my friends and co workers. No one knows how to fix this problem. PLEASE HELP!!!!

If you are running Outlook Express 6 (SP1) Windows NT/2K/XP, you will need
to logon with local
administrative privileges to correct this.

1) Open Regedit and go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Outlook Express

2) Delete the value on the right named BlockExeAttachments or change its
value to 0.
