Anyone having trouble with MS Outlook denying email addresses?

Recently, MS Outlook has been denying email addresses which were previously
recognized, i.e., hotmail, bellsouth, etc. Anyone else experiencing this
problem? Has happened since loading Windows Live.

Version of Outlook?
Type of mail account?

What does "deny" mean in this scenario? You cannot send mails to those
email address or are message from those addresses go directly to your Junk
Email folder?
Exact error message as reported in the NDR?

AFAIK, no email client can deny email addresses by domains without the
client user explicitly creating deny rules for those domains. If you are
getting Deliery Status Notices about domains, that is in the hands of the
receiving Domain Gateway mail server; i.e., out of your control.
