Apostrophes appear as question marks

When sending emails using Office Outlook ver. 12, service pack 2, the
apostrophes appear as question marks in other email programs. I've looked
online for some help but can't find anything useful. Is there a setting I
need to alter?

Hi there, I'm having precisely the same issue with Outlook 2003 -
send using imap on my GMX account and sent message looks fine i
Outlook, but from within GMX apostophies are question marks. Wha
gives?
