Apparent discrepency between duration in Project Pro and Views in Project Server

I have a task in Project Pro that is 3 hours long. Work for that task
shows up as ".5" because we have working days set at 6 hours.

When I publish the plan, the 3 hour duration shows up as ".38" in
Project Server. I'm wondering why it doesn't show up as ".5" in
Project Server? Any thoughts on this would be appreciated.
