Application-defined or Object-defined error

Access 2003 on Windows XP SP4
Office 2003 SP2

When using Report Wizard I receive an error "Application-defined or
object-defined error".

This is in a school environment using the student's profile. The error is
not received using a teacher's profile or a network admin profile. I have
fairly stringent GPOs applied to the students for obvious reasons. What I
need to know is what Access is actually trying to do here so I can track down
the relevant GPO setting. Is it trying to access the local hard-drive (and
if so, where)? The students, unknown to them, are actually local
administrators on each workstation but restricted from "seeing" the C: drive.

P.S. The exact place this happens in the wizard is the "How would you like
to lay out your report?" dialogue box. Default settings. Hit NEXT and up
pops the error.
